Voor een beter begrip van de hieronder beschreven gebeurtenissen moeten we enig idee hebben van wat verzetsmensen te wachten stond, wanneer ze in handen van de vijand vielen. Geallieerde militairen werden in zo een geval krijgsgevangenen. Dat was vooral voor de Sovjetische soldaten verschrikkelijk genoeg. Maar de verzetsmensen waren in de ogen van de bezettingsmacht terroristen. Wat Limburg betreft vielen die onder de Sicherheitspolizei Maastricht.
In Nederland zetelde de SiPo/SD [1] in Den Haag onder het bevel van een Befehlshaber der Sicherheitspolizei und des SD (BdS, bevelhebber van de veiligheidspolitie en de veiligheidsdienst), en had zes plaatselijke afdelingen (Außenstellen): Amsterdam, Rotterdam, Groningen, Arnhem, Den Bosch en Maastricht. In Limburg was de terrorismebestrijding een taak van de Sicherheitspolizei Maastricht. Op mestreechonline.nl [2] lezen we: „In 1941 werd de Außendienststelle gehuisvest in het zogenaamde Witte Huis op de hoek Prins Bisschopssingel en de Lambertuslaan. Daarna, tot 7 september 1944, werd een pand betrokken van een gedeporteerde Joodse familie op de Wilhelminasingel (thans Wilhelminasingel 71 [3]) … Met name in het pand aan de Wilhelminasingel hebben zich gruwelijke taferelen afgespeeld.“
De Maastrichtse SiPo werd geleid door Max Strobel [4]
Aanvankelijk werd hij in de de literatuur vaak Max Ströbel genoemd, wat onjuist was. Dat is een gedeeltelijke verklaring, waarom hij nooit is opgespoord. Op deze site vindt u beide spellingen, al naar gelang, wie geciteerd wordt.
In Maastricht kreeg Strobel hulp van Gonnie Boere, ook bekend als Aldegonda Zeguers-Boere [5], die met haar dubbelspel verantwoordelijk was voor ongeveer 50 arrestaties en 7 doden in het verzet.
Bij de bestrijding van het verzet was zijn rechterhand Richard Nitsch. [6]
Vooral deze twee waren berucht voor het sadisme waarmee ze te werk gingen. Daarin gingen ze vaak veel verder dan wat Duitse voorschriften hieromtrent toelieten. Ook in psychologische terreur waren de SiPo-mensen meesters. Een berucht voorval was, hoe zij de toch al overwerkte en weinig belastbare documentenvervalser Bob Jesse tot spreken kregen. Toen zijn ondervrager Wehner dreigde twee joodse kleuters, een jongetje en een meisje van ongeveer vier jaar, in het bijzijn van de moeder de armpjes en beentjes te breken en er zelfs aanstalten toe maakte, sloeg hij door. Bij anderen werkten weer andere methodes. Wij kunnen ons geen oordeel veroorloven over degenen, die onder de folteringen niet konden standhouden, net zo min als we kunnen begrijpen, hoe anderen dat wel konden.
Bij het naderen van de geallieerden weken Strobel en Nitsch uit naar Friesland, waar zij hun schrikbewind voortzetten. In mei 1945 gaven zij zich, verkleed als parachutisten en onder een valse naam, over aan de Canadezen. [2]
Daar lezen we verder over Strobel: „Uit onderzoek van de journalist Bart Ebisch, kleinkind van een van de slachtoffers van de verdwenen Duitser, bleek in 2016 dat de Nederlandse pogingen om Strobel op te sporen vooral bestonden uit het corresponderen tussen Nederlandse en Duitse instanties. Er is bijvoorbeeld niet onderzocht of de Duitser zich ergens onder een van zijn bekende aliassen had geregistreerd, noch zijn de vrouw van Strobel of zijn oud-collega’s ondervraagd om meer te weten te komen over zijn verblijfplaats.“ Zijn vrouw wist waarschijnlijk de hele tijd, waar hij was. Onderzoek in Duitse bevolkingsregisters was alles, wat er gebeurde. „Tijdens die zoektocht hebben de autoriteiten Strobel decennialang abusievelijk aangeduid als Ströbel, blijkt uit nu opgedoken justitiedocumenten.“ [7]
Nitsch moest wel voor de rechter verschijnen, omdat in juni 1946 zijn ware identiteit was vastgesteld. Op Wikipedia  [5] staat daarover: „Hij werd uiteindelijk veroordeeld tot levenslang vanwege negen opgelegde executies en meerdere folteringen. Zijn straf werd in april 1959 omgezet naar 22 jaar en negen maanden. Het jaar daarop werd hij vrijgelaten en als ongewenst vreemdeling uitgezet naar de Bondsrepubliek. Dit paste binnen het Nederlandse beleid, waarbij de meeste oorlogsmisdadigers voortijdig werden vrijgelaten. Kort na zijn vrijlating trok hij samen met zijn vrouw in bij zijn zoon, die in Bad Bentheim woonde. Hij overleed in 1990. Nitsch sliep rustig in, waarschijnlijk als gevolg van een stofwisselingsziekte waar hij al een aantal jaren aan leed.“
