Hans Conrad was Sachbearbeiter für jüdische Angelegenheiten there, which is responsable for Jewish affairs. This entailed not only tracking down Jews in hiding, but of course also those from whom they received help.
forum.mestreechonline.nl: In 1942 some personnel changes took place in the Aussendienststelle Maastricht.
    H. Conrad, who had previously worked in Leeuwarden, was put in charge of locating Jews in Maastricht.
     [2]
Conrad, previously a baker by profession, had been with the SD Maastricht responsible for the persecution of Jews in Limburg. Among other things, he was suspected of the murder of the Jews Otto Grünthal and Walter Rosenthal, on November 1, 1944 in Hout-Blerick. [3]
    These were 62-year-old O. Grünthal and 21-year-old W. Rosenthal. [4, p.446]

Conrad was never convicted for his actions.
That German Hans Conrad (born between 1900 and 1910) managed to evade judicial prosecution was not exceptional. More than half of the Maastricht Außenstelle des SD und Sipo managed to do so, including the notorious leader Max Strobel. [3]
We do not want to go deeper into all the crimes of this gentleman. Just one more figure: A post-war statements by arrested employees of the Sipo-Maastricht show that up to the leberation of Maastricht on September 9, 1944, H. Conrad, in charge of Jewish affairs, had 132 people locked up, including over 100 Jews. [4, p.449]
