Max Strobel was the chief of the SiPo (Sicherheitspolizei) in Maastricht [1], also called SD (Sicherheitsdienst) or Sipo/SD. He was known as a fanatic and a great sadist, surpassed in this only by his sidekick Richard Nitsch. If you want to know more about this torturer, follow the links below. In particular, Het Verborgen Front (The Hidden Front) [2] is full of mentions of arbitrary executions, brutal interrogations and similar practices. Just before the liberation of South Limburg, he and his cronies went off and continued their practices in Friesland until the end of the war. Because his detection was never seriously pursued, he escaped punishment. For example, only decades later someone noticed, that in many documents his name was misspelled as Ströbel.
Strobel had a relationship with the betrayer Gonnie Boere.
